Water from the Great Lakes is regulated by the Great Lakes States and Canada

Can’t we just use Lake Michigan water?
No. Water from the Great Lakes is regulated by the Great Lakes States and Canada. Residents in the BACOG are so far from Lake Michigan that even if the residents were allowed it use Lake Michigan water, it would be prohibitively expensive to build the required infrastructure to move the water back and forth.
